What is the card you can put in your laptop to have wireless internet without being in a Wi-Fi hotspot?

We have a modem and router and my wife can use her laptop for internet service, but only on a limited range. She met someone who can use her laptop without being in a Wi-Fi hotspot. Is this tied in with cell phone towers and do you have to subscribe to it. We have AT&T internet service and cell phones.
